This is a direct quote from Abraham Lincoln’s “Message to Congress in Special Session, July 4, 1861.” In this speech, Lincoln sums up the state of the country, including his decision-making process regarding the conflict at Fort Sumter, his resulting call for volunteers, and the border states. This quote is from the second half in which Lincoln is attempting to persuade Congress to provide money for the war rather than leaving financial issues to the individual states.
