Her insights about the changes on the Virginia Tech campus and years of serving the students of Virginia Tech are documented in this interview. Sandra believed in the importance of broadening one's world view, leading her to many different schools and universities in her education and career. In 1978, Sandra served as the first state coordinator for the Virginia Identification Program for Women in Higher Education. In this program, she helped to find women in higher education in Virginia and create a network for them that would assist in advancing their careers. This experience highlighted the difficulties that women were facing when attempting to join higher education spaces. In September of 1981, Sandra was named the acting vice president of Student Affairs at Virginia Tech. One year later, she was named the first vice president of Student Affairs, making her the first woman to hold a university-wide executive position on campus. One of her first tasks in this position was reorganizing Student Affairs and bringing in people from the outside. Sandra believed that restructuring the order and administration she inherited was vital in ensuring Virginia Tech could change and improve. One challenge she describes is finding a balance between innovation and improvement while still honoring our past and history here at Virginia Tech. Sandra spent her years at Virginia Tech working tirelessly to improve the lives and educational experiences of the students. Following his father's alma mater, he attended the University of Michigan and received his Bachelor's degree in Wildlife Management in 1955. His love for environmentalism and resource management, led him to pursue both a Master's and PhD in resource management in later years. Cutler's career in wilderness started prior to the completion of his PhD. In 1957, he started his post of the executive secretary of Wildlife Conservation Incorporated in Boston. Throughout the years, he served as the associate editor of Virginia Wildlife, editor for the National Wildlife Federation, and the assistant executive director of the Wilderness Society. Upon finishing his PhD, he became an assistant professor, and going on to serve as the Assistant Secretary of Agriculture for Conservation, Research, and Education under the Carter Administration. He arrived in Southwest Virginia in January of 1991, when he moved to Roanoke, Virginia to serve as the executive director of Virginia's Explore Park. From 1997 until 2010, he continued to work in Virginia's natural resources, including (but not limited to) land conservation, Natural Parks, and waste water treatment. In this oral history interview, Cutler covers his long career, how he arrived in Roanoke, VA, and his work serving Southwest Virginia for 30 years. Special Collections and University Archives, University Libraries, Virginia Tech Description An account of the resource In this second part of the oral history interview, former Congressman Rick Boucher focuses this interview on the legislative achievements he was involved in during his time in the State Senate and U.S. House of Representatives. After getting elected to the Virginia State Senate in 1975, Boucher immediately immersed himself in state policy, including areas of environmental conservation, domestic abuse, drug reform, and telecommunications. His first major legislative achievement was being primary author on Virginia’s first oil and gas act, which addressed vagueness regarding jurisdiction and regularized the development of natural gas coincident with coal. Another legislative piece was a tax on marriage, that—while prima facie unusual—provided a consistent stream of funding for spousal abuse shelters. Further, he helped to reform sexual assault laws by revising laws disallowing for general reputation testimony to be used in court. Later, Boucher was approached by Lewis Hurst in order to address Virginia’s drug laws, which had previously treated all drug offenses with the same severity. In a years-long effort, the state fundamentally reformed the drug laws, becoming the first state to legalize medical marijuana use. His work in these issues continued into his terms in the U.S. House of Representatives. Three days after being elected, Ernie Dickerman, President of the Virginia Wilderness Committee, approached Boucher to introduce his first bill as a Representative: Virginia’s first wilderness legislation. Under this bill, acreage of Virginia’s wilderness was protected, enhancing tourism and protecting natural resources. The start of his involvement with telecommunications was in addressing the needs of his district, where many rural residents were unable to receive network television signals. He led negotiations that allowed for rural residents to receive distant television signals in the 1980s. Later in the 1996 Communications Act, he helped introduce competition in telecommunications between cable and telephone companies. To end, Boucher discusses the Clean Air Amendments of 1991, where he was involved with establishing a cap-and-trade system to limit sulfur emissions in the state of Virginia. Although the program was not up taken to limit greenhouse gas emissions nationwide in the Clean Air Act, he is proud of the system in Virginia and believes that it is necessary to reduce emissions. Following his passion for public service from the first interview, here Boucher emphasizes the need to be active in the lawmaking process. Despite how active he was in introducing bills and chairing committees, his name was not often on the final bills at the time of promulgation. While some may take issue with their name being erased, Boucher pragmatically looks at the purpose of his job. He is satisfied when the job is done, as he is enabling Congress to properly function as a lawmaking body. Her passion for science led her to the University of Georgia (UGA), where she pursued a master's in plant breeding and a Ph.D. in entomology. Dr. Samuel-Foo's career began at the University of Florida as the IR-4 Southern Region Coordinator, managing a program focused on sustainable pest management. Personal circumstances led her to Alabama State University (ASU), where she transitioned to full-time teaching and mentoring. At ASU, she established an urban teaching garden and an entomology lab, actively engaging students in STEM. Her dedication to diversity and inclusion in STEM, along with her leadership, earned her the presidency of the Southeastern Branch of the Entomological Society of America. As the son of a college professor and prominent dentist, Walker always wanted to go into medicine as a child while fostering a love for the arts. Walker completed his undergraduate degree at Morehouse College, receiving his BS in computer science. Enjoying the interdisciplinary aspect of the sciences, Walker continued to challenge himself and study multiple areas in STEM. Goodale served as vice president for Student Affairs from 1988- 1995. In this interview, Thomas discusses his childhood, career, work as vice president for Student Affairs, and the challenges and responsibilities of the role. As a child Thomas's family would move often as they were members of the Ringling Bros. and Barnum & Bailey circus troupe. This childhood experience prepared him for the amount of traveling necessary for a career in student affairs. He likens this job to coaching, necessitating change to allow new ideas to form. As vice president for Student Affairs, Thomas had three major goals: make Virginia Tech a more friendly campus, help diversify the campus, and improve student life facilities. One project he worked on to accomplish these goals was the renovation of the Squires Student Center. This renovation transformed Squires Student Center into a comfortable meeting area for students that showcased multiple different cultural centers. To improve the friendliness on campus and move away from the previous all-male, military rigidity, Thomas found it important to know students on a first name basis and have an open door policy. As a huge proponent of affirmative action, he wanted to see major changes to the demographic make up of Virginia Tech students. When looking back at his career at Virginia Tech, Thomas was proud of the work he did to make this campus a safe place for all people. Spencer served the students of Virginia Tech for nearly 30 years in his position as Vice President for Student Affairs. His dedication to improving student life and his tireless work in refining facilities on campus are chronicled in this interview. Ed was born on August 18th, 1954 in Pittsfield, Massachusetts. When his father was transferred for his job with General Electric, his family moved to Decatur, Illinois until finally settling in Auburn, New York. Living near the University of Rochester influenced his decision to attend school there and receive an undergraduate degree in psychology. Later moving to Delaware with his wife, Norrine, he received his PhD at the University of Delaware in social psychology while working as an assistant director of residence life. He became very focused on student housing and residential life as his area of study. When starting work at Virginia Tech, Ed was very concerned with the state of the residence halls. Assigning people who lived in the dorms to oversee residential life was an important first step. He was also instrumental in developing Greek life housing, something that was very important for the alumni and the Blacksburg community. Ed recalls the events of April 16, 2007 and the steps the Virginia Tech administration took afterwards to ensure the safety of students and sense of community on campus in this interview. Spencer focuses on his work at Virginia Tech in regards to reforming the dining program on campus as well as the many changes he contributed to in ensuring the safety of students. As Ed describes, many of the dining halls are not considered profitable and any surplus they may generate is funneled back into the dining program. Much of his work on the dining halls has helped to develop the program into the state of the art program Virginia Tech is known for today. After the April 16th shooting, Virginia Tech created the Threat Assessment Team. This team was focused on analyzing the possible danger that some students may pose and would have the ability to intervene to prevent violence on campus. This team, working in tandem with the Care Team, are able to provide help to struggle students and protect the campus from further tragedies. He acknowledges the changes he has seen on campus since the April 16th shooting. He comments on the heightened sense of community and the importance of sticking together during times of turmoil and fear. Some changes Ed would like to see on campus is within our admittance system. He fears that all colleges are placing too much of an emphasis on grades and statistics and are not looking at students as a whole. He wants to broaden the view of who is allowed to become a Hokie and increase the diversity on campus in terms of gender and race. To end, Ed talks about his commitment to Blacksburg and the community. After spending so many years here, he could not imagine living somewhere else. The meaningful connections he has made during his time here have been incredibly fulfilling. She has played an instrumental role in developing the Virginia Tech graduate program and establishing the innovative Graduate Life Center. Her commitment to creating a diverse and equitable campus environment have made her a well known and loved member of the Virginia Tech community. In this interview, she details her childhood, education, and how her experiences led to her sociology and graduate education administration work. Growing up in Southern California, Karen was raised by her parents to be independent. With both of her parents working as teachers, education was highly valued. When entering college, she found she was not being challenged as a math major and instead found herself very interested in her anthropology and sociology classes. After switching majors and graduating with a sociology degree and a teaching credential, she began teaching Developmental Physical Education in two special ed sites in L.A.. This experience led to her deciding to earn her Master's of Science at California State Long Beach in Special Education and then her PhD in Kinesiology from Texas Woman’s University. While pursuing her education, Karen was teaching at California State University. She was offered a position at Washington State University, working on a grant. This position eventually evolved into a tenured position and her working as the dean for the graduate school. She received a call from Virginia Tech encouraging her to apply for a position, which she decided to do. Karen's identity as a lesbian sparked issues with the Virginia Tech Board of Visitors. Karen and her partner, Shelli Fowler, were offered positions with the school, but Shelli was not approved by the Board of Visitors. This situation led Karen and Shelli to decide to stay in Blacksburg and fight the homophobia and bigotry being thrown at them. She speaks in-depth on how she helped to transform the graduate program at Virginia Tech. When coming to Virginia Tech, Karen felt that the campus was not very inclusive nor supportive. Her work with disabled people in the past had made her very aware of injustices and led her to advocate for people in different minority groups all through her career. When first coming to Blacksburg in 2002, Karen's partner Shelli Fowler was declined a faculty position, leading to a large backlash against the Board of Visitors. She remarks on how supportive the community was of her and how important the outreach of individuals proved to be. The encouragement from the community is what made Karen decide to stay in Blacksburg and fight against the discrimination she was facing. Karen highlights the importance of having specific statements against discrimination based sexual orientation or gender to protect students and faculty alike. When recounting her experiences with discrimination from other faculty and administration, she shows the importance of inclusion and acceptance. Karen believes in the importance of interdisciplinary and is very proud of the fourteen different Interdisciplinary Graduate Education Program (IGEPs) that Virginia Tech promotes. Preventing students from understanding an issue from multiple angles would only stifle their learning and prohibit innovation. This process helps to unite the university in its goal of teaching, learning, research, and bettering the community. The Graduate Life Center is a location that Karen played a large role in developing on campus. She acknowledges the importance of feeling a part of one’s community and believed that building this center would provide a place for graduate students to feel connected. Karen ends this interview with discussing her involvement with the development of the Principles of Community, an affirmation made on behalf of the university that enforced the importance of respect and dignity and opposed any and all types of discrimination. Karen had advocated strongly for the inclusion of the non-discrimination policy, eventually winning the battle and ultimately helping to develop Virginia Tech into an inclusive and diverse community. She also discusses some troubling and emotional moments in Virginia Tech’s past, such as April 16th and the murder in the Graduate Life Center. Recognizing the lack of recognition for exemplary graduate students, Karen created an achievement titled “Graduate Students of Distinction”, made to award and acknowledge students for their accomplishments. She also discusses the alumni presence in the GLC and sense of community cultivated by the graduate school. As an administrator, Karen played an important role in the events of April 16th and the aftermath. She helped to work with the families of the victims in bringing them comfort and closure during a very difficult time. The community was very damaged and troubled in the aftermath of this tragedy and Karen discusses some of the steps that individuals took to aid in their healing process. Shortly after April 16th, Virginia Tech was facing another tragedy: A graduate student was murdered in the GLC. As the Dean of Graduate Studies at the time, Karen found herself very involved in the effects of this event. Her empathy and leadership in the face of these two terrible events allowed Virginia Tech to heal and come together as a community. Karen DePauw has been an invaluable member of the Virginia Tech community.
