O. Gaines Whitley, Sr., a native of Albemarle, North Carolina, was a surveyor for the Norfolk & Western Railway Company in 1912, and he compiled two albums of photographs taken while surveying property for the railroad in North Carolina, Tennessee, and Virginia. Most images are unidentified.
