"Pres. Lincoln publishes his message."

This is a reference to Abraham Lincoln’s “Message to Congress in Special Session, July 4, 1861.” In this speech, Lincoln sums up the state of the country, including his decision-making process regarding the conflict at Fort Sumter, his resulting call for volunteers, and the border states.
