"I read Jeff. Davis’ message"

This likely refers to Jefferson Davis’ message to the Confederate Congress on November 18, 1861, in which he discusses the state of the war and the necessary actions of the Confederate people. He particularly discusses the importance of agriculture continuing in the interest of feeding the troops and on the effectiveness of the Confederate navy.
